North Virginia Pool Safety Barrier Code Requirements (ISPSC 2021)

What are the requirements for your pool fencing in North Virginia?

In North Virginia, and per the 2021 International Swimming Pool and Spa Code (ISPSC), ALL POOLS REQUIRE A SAFETY BARRIER.

Note: Where pools are equipped with a powered safety auto-cover that complies with ASTM F1346, the pool shall not be required to comply with standard safety barrier requirements.

A pool fence or safety barrier must be a minimum of 4 feet tall and include a self-closing, self-latching gate. This barrier must completely surround the pool, encompassing any area with a depth greater than 24 inches. Additionally, the fence must be non-climbable and meet specific requirements for vertical and horizontal spacing to prevent children from passing through.

Height Requirements

• The top of the barrier must be at least 48 inches (4 feet) above the ground, measured on the side facing away from the pool.

Gate Requirements

• Gates must be self-closing and self-latching.
• The latch must be located at a minimum height of 54 inches from the ground and preferably on the pool side of the gate.

Climb-Resistance Requirements

• The barrier must be designed to prevent climbing.
• Horizontal gaps must not exceed 1.75 inches when spaced less than 45 inches apart, and no more than 4 inches when spaced more than 45 inches apart.
• Decorative openings in the fence also have specific height limitations per code requirements.

Additional North Virginia Pool Barrier Considerations

Solid Barriers

Solid barriers must not contain indentations or protrusions, except for normal construction tolerances.

Mesh Barriers

Mesh barriers that comply with Section 305.2.7 and manufacturer specifications are permitted. The barrier must be positioned within 1 inch of a solid surface.

Vertical Clearance

There are limitations on the vertical clearance between the ground and the bottom of the barrier, especially for non-solid surfaces such as grass or gravel.

Above-Ground Pool Barriers

If a barrier is attached to the top of an above-ground pool wall, a 4-inch gap is permissible.

Safety Covers

Powered safety covers that comply with ASTM F1346 may be used as an alternative to a traditional fence-style barrier.

Alarms

If a house wall forms part of the pool barrier, doors and windows with direct access to the pool may require alarms. These alarms must comply with UL2017 manufacturer standards.
